Imagine Apples to Apples but with two sets of red cards and an optional extra set of green cards other people can play in the middle of the round, and you sort of have this game. Except you have to flavor it to be based around rescuing people from dramatic (and somewhat silly) dangerous situations.
Okay, I can probably do a somewhat better explanation than that.
To start a round, the victim draws a danger card, which is usually something like "Merged your tricycle onto the highway" or "A frenzy of bandit seagulls are encircling you after seeing your loaf of bread." Each of the rescuers then picks one tool card (things like "an instant quicksand kit" or "a roll of duck tape") and one skill card (like "able to transform into a rock" or "advanced knowledge of the legal system") from their hand, then describes how they use those to rescue the victim. The victim picks whichever rescue they like the best, and play continues.
(There are also plot twist cards, which are things like "...and its high levels of radiation cause deadly mutations." If you're using them -- which you don't have to -- rescuers can play them on other rescuers' rescues to make the other rescuers have to deal with the plot twists.)
This game generates some completely hilarious scenarios, such as using an instant quicksand kit to trap the Gingerbread Man (who has a knife) long enough for the Cookie Monster to eat him, or tying a voodoo doll to a balloon to lift the victim out of danger.
Were this a videogame, I'd rate it: A soft E10+ for some vaguely scary stuff. It's a pretty clean game, though.
